LAX Consolidated Solutions

The LAX Consolidated Solutions team combines some of the most capable and successful developers, contractors, designers, and operators in the global P3 market. Our team combines expertise in airport development, infrastructure planning, and facility design into an integrated platform to deliver through a P3 model and create a positive and lasting impression to those who travel through and around LAX. Our team members provide local knowledge, extensive experience partnering with DBEs, and have existing local workforce development programs to expand upon.

ACS Infrastructure Development, Inc.

ACS Infrastructure Development, Inc. (ACSID) is the US subsidiary of ACS Servicios y Concesiones, S.L., the concession arm of the ACS Group, a global leader in transportation infrastructure development and construction, and one of the largest P3 developers in the world having developed over 90 P3 projects globally, including 21 parking structures totaling over 26,000 parking spaces. With annual revenues in 2015 of approximately $38 billion, over 200,000 employees worldwide and a presence in more than 60 countries, ACS leads the ranking of the “World’s Largest Transportation Developers” as listed by Public Works Financing for the eighth year running. In 2006, the ACS Group began pursuing P3 projects in North America, through ACSID and its Canadian sister company ACS Infrastructure Canada Inc. and since then has been awarded 11 complex transportation P3 projects across the U.S. and Canada representing a combined investment value of over $16 billion.

AECOM Capital

AECOM Capital was founded in 2013 as the investment platform of AECOM and seeks to leverage AECOM’s turnkey integrated project delivery platform in public-private partnership (P3), renewable energy infrastructure and real estate projects. AECOM Capital has arranged long term committed project finance of over $1.4 billion in the P3 sector. To date AECOM Capital has invested approximately $200 million in equity capital on real estate projects with a development value in excess of $3 billion and including a total of 6,000 parking spaces.

John Laing is an international originator, active investor and manager of major infrastructure projects. Its business is focused on major transport, social and environmental infrastructure projects awarded under governmental public-private partnership (P3) programs, and renewable energy projects.  With offices in Los Angeles and New York, John Laing is one of the world’s most trusted brands in the field of infrastructure thanks to its experienced of delivering more than 120 projects in the last 30 years.

Construction Team

Dragados USA, Inc.

Dragados is a primary construction arm of the ACS Group, ranked first overall on the 2016 Engineering News Record Top International Contractors list with revenues in excess of $38 billion. Dragados is one of the largest P3 contractors in the world and has participated on more than 65 P3 projects worldwide. In North America alone, Dragados has experience on 11 major P3 infrastructure projects with combined construction values in excess of $16 billion. Dragados has been active in the California construction market since 2011 and has experience delivering some of the state’s largest infrastructure projects, including the $1.4 billion California High Speed Rail CP 2-3 Project, the $520 million Calaveras Dam Replacement, and the $515 million EchoWater Biological Nutrient Removal (BNR) Wastewater Treatment Plant. Dragados has also built many large-scale parking garages and intermodal transit facilities in some of the largest cities and busiest airports in Europe. One notable example is the more than 3.3 million square foot parking garage as part of the overall terminal area construction at the Barajas Airport in Madrid Spain, the third busiest airport in Europe.

AECOM Construction Services

AECOM’s Construction Services (CS) business is ranked #6 on Engineering News-Record ‘s Top 400 Contractor’s List for 2016 with over $7 B in annual revenue for 2015. Our integrated delivery experience includes over 85 projects totaling over $6.5 billion and 31 million square feet delivered in an integrated capacity.  We are currently performing design-build services for the San Francisco International Airport Security Infrastructure Program, with AECOM also serving as lead designer.    Our portfolio includes such mega-projects as the Maynard H. Jackson Jr. International Terminal at Hartsfield-Jackson Atlanta International Airport, Col. H. Weir Cook Terminal at Indianapolis International Airport, and currently, the Louis Armstrong New Orleans International Airport – North Terminal. The Maynard H. Jackson Jr. International Terminal included a 6-story short term parking deck and a 5-story long term parking deck that together can hold 4,000 automobiles.


Turner has direct experience on ConRac facilities in the U.S. and a long history of delivering safe, successful projects in Los Angeles and at LAX, such as the LAX Central Terminal Area Improvements, LAX Terminal 4 Connector, and the LAX Mid eld Satellite Concourse.



Ranked #1 in Design and in Transportation by Engineering News-Record, AECOM’s reputation in airport planning and design is recognized throughout the United States and around the world. AECOM led the design for Guangzhou Baiyun International Airport, one of the major gateways to China; provided full A/E design for Logan International Airport’s Terminal B Renovation in Boston, MA; and led the Central Terminal Improvements at LAX. AECOM also designed CONRAC facilities at the Miami Intermodal Center and Fort Lauderdale/Hollywood International Airport in Florida.

Coover Clark & Associates

Coover Clark is a pioneer in the ConRAC building type and has provided more than 20 airports with professional planning and design services for rental car facilities in the last 20 years. 

T.Y. Lin International

T.Y. Lin offers a unique skill set in designing and overseeing the construction of QTA systems for ConRACs. 

Operations & Maintenance
